There is a rising trend of private sector activity within the delivery of health and education services and the penetration by private entities in the region is rapidly rising. Also, governments in the region are not effectively regulating the activities of private entities in the two sectors. Consequently, there is a rise in user-fees for the poor and unemployed and a growing limition to  accessing quality health and education services, a scenario that depicts the infringement to basic human rights enshrined in the UN Bill of Rights and various continental instruments and conventions.....
