filantr\u00f3pica alimentada por zakat. Ela preside e lidera pesquisas no Committee on Fiscal Studies (CFS), um think tank acad\u00eamico que aborda mobiliza\u00e7\u00e3o de receitas, aloca\u00e7\u00e3o, gastos, fluxos financeiros il\u00edcitos, imposto de tecnologia, assimetrias de poder em negocia\u00e7\u00f5es de normas\/regras fiscais e design progressivo do sistema tribut\u00e1rio.<\/p><p>Com um PhD em tributa\u00e7\u00e3o de patrim\u00f4nio, um LLM em finan\u00e7as p\u00fablicas, um mestrado em desenvolvimento e governan\u00e7a e um LLB de primeira classe, Lyla \u00e9 altamente qualificada em sua \u00e1rea. Ela elaborou as leis de terras do Qu\u00eania, a lei de tecnologias emergentes para o Minist\u00e9rio da Informa\u00e7\u00e3o, Comunica\u00e7\u00f5es e Economia Digital, e emendas a v\u00e1rias leis para o governo queniano. Como membro do Comit\u00ea de Direito Tribut\u00e1rio da East Africa Law Society, ela foi pioneira em reformas da legisla\u00e7\u00e3o tribut\u00e1ria e harmoniza\u00e7\u00e3o para a integra\u00e7\u00e3o regional. Lyla \u00e9 diretora n\u00e3o executiva da Tax Justice Network e membro do conselho consultivo do International Lawyers Project.<\/p><p>Em setembro de 2023, Lyla foi nomeada para o grupo de trabalho inaugural da For\u00e7a-Tarefa sobre Tecnologias Emergentes e Governan\u00e7a de Dados pelo Secret\u00e1rio de Gabinete do Minist\u00e9rio da Informa\u00e7\u00e3o, Comunica\u00e7\u00e3o e Economia Digital, mandatado para desenvolver a vis\u00e3o, as pol\u00edticas e a estrutura legal para impulsionar o Qu\u00eania como o hub digital da \u00c1frica. Lecionou na Universidade de Nairobi, na Cardiff Law School, na London School of Economics e na Warwick Law School, e prestou servi\u00e7os de consultoria a v\u00e1rias organiza\u00e7\u00f5es internacionais e governos, incluindo o PNUD, o Gabinete do Conselheiro Especial das Na\u00e7\u00f5es Unidas para \u00c1frica, a UNECA, AUC, AFRODAD, TJNA, EATGN, World Vision Kenya, KELIN, UNAIDS, UNCTAD, e os minist\u00e9rios e autoridades fiscais do Uganda, Eswatini, Sri Lanka, L\u00edbano, Tanz\u00e2nia e Egito.
